What are the OFAC non SDN lists and how do you check your clients?
In short
The non SDN lists are other US Treasury sanctions lists, separate from the SDN list.
They include sectoral sanctions and other measures that forbid some operations but not all.
You check them together with the SDN list, to know which operations are allowed with each counterparty.
What the list contains
The consolidated non SDN list gathers, among others, the Sectoral Sanctions Identifications list, the Foreign Sanctions Evaders list and other targeted measures.
Unlike the SDN list, these measures do not always block all dealings: they can forbid only some financing, debt or specific transactions.
Who must check it
Like the SDN list, they matter for:
- US persons and companies, wherever they operate.
- Companies that use US dollars, US banks or US goods and technology.
- Banks and finance teams that must know which transactions are restricted.
Fines and penalties
Statutory maximums we verified on the official texts:
- United States, OFAC: up to $377,700 per violation or twice the value of the transaction; criminal penalties up to $1,000,000 and 20 years in prison. (source)
Maximum amounts set by law, as published by the authorities linked, checked on October 29, 2026.

Frequently asked questions
What is the difference between SDN and non SDN?
Parties on the SDN list are fully blocked. Parties on the non SDN lists face specific restrictions: some operations are prohibited, others are allowed.
Do the same penalties apply?
Yes, violations of OFAC sanctions fall under the same US law. The figures we verified are shown on this page.
Do I need to check them if I already check the SDN list?
Yes, because a counterparty can be on a non SDN list without being on the SDN list.
The program can make mistakes. The final responsibility for compliance stays with your company. Unicorn Intelligence is an information tool. Decisions and legal obligations, including sanctions compliance, due diligence and tender participation, remain with the customer.
