Sanctions compliance in Italy: which rules apply and what companies must do

In short

In Italy, EU sanctions regulations apply directly, together with Legislative Decree 109/2007 on asset freezes.

The Financial Security Committee at the Ministry of Economy and Finance coordinates sanctions, and the UIF at the Bank of Italy receives notifications of frozen funds.

Companies must not make funds or goods available to listed parties and should screen clients and suppliers regularly.

Applicable rules and competent authorities

EU sanctions regulations are binding in Italy without national transposition. Legislative Decree 109/2007 sets the national rules on freezing funds and economic resources.

The Financial Security Committee (Comitato di Sicurezza Finanziaria), set up at the Ministry of Economy and Finance (MEF), coordinates the application of financial sanctions. The Financial Intelligence Unit for Italy (UIF), at the Bank of Italy, receives the notifications of frozen funds and resources.

For dual use goods and goods covered by trade sanctions, export authorisations are issued by the Authority for Armament Materials and Dual Use (UAMA) at the Ministry of Foreign Affairs.

Practical duties for companies

  • Do not make funds or economic resources available, directly or indirectly, to persons and entities listed by the EU.
  • Screen clients, suppliers, owners and banks against the sanctions lists, also when the lists change.
  • Notify the UIF of frozen funds and economic resources as required by Legislative Decree 109/2007.
  • Check whether your goods need an export authorisation from UAMA, including dual use goods.
  • Keep records of the checks you carried out and of the decisions taken.

Fines and penalties

Statutory maximums we verified on the official texts:
